Intramural Sports
Intramurals sports are a great way to participate in team sports and meet fellow students and members of the WSU community.
If you want to start an intramurals team, you and your team members will need to fill out the Intramurals Roster and Waiver Form (PDF).

Rules
9-Man Football
Safety Note: Flag football is not intended to take the place of a rugged contact sport such as regular football. It is a game utilizing many of the same basic skills with a minimum of contact. Defensive linemen must go around, not through the offensive linemen. Offensive players may shield block with arms extended.
Rules of Play
- 5 players must line up on the line of scrimmage.
- The 3 interior linemen are ineligible as pass receivers.
- No fumble recoveries.
- Ball is dead when it hits the ground.
- No pushing the ball carrier out of bounds.
- No tackling of ball carrier.
- A score is awarded if last defender tackles the ball carrier.
- 1st downs are awarded at both 20 and 40 yard lines.
- 5 yard bump and run coverage is allowed.
- Bad snaps are dead where they hit the ground.
- Ball carrier may not lower their head or charge over defenders.
- Teams must declare on 4th down.
- Runners are down if their knee touches.
- A ball carrier with 0 or 1 flag only has to be touched to be down.
- No flag guarding. This is a 5 yard penalty from the spot of the foul.
- No diving to advance the ball.
- No hurdling
- No kickoffs.
- Play starts at the 20 yard line.
- No rushing on punts or kicking attempts.
- 2 point stances only.
- Snapper must snap ball between his legs.
- 10 yard penalty for violation of any of the above rules.
Equipment
- All jerseys must be tucked in.
- Flag football belt must be on outside of shirt with entire flag visible.
- Rubber cleats only.
- Mouth guards are recommended.
Periods & Time
- Playing time will be two 20 minute halves with a 5 minute half-time break.
- The clock will run continuously for the first 18 minutes and stop during the last 2 minutes of each half (incomplete passes and out of bounds).
- 2 time-outs per half per team
- Overtime will consist of each team getting 1 possession (4 downs) from the 20 yard line. All possessions will go toward the same goal.
- A coin flip will be used to start game and overtime.
- The offense has 20 seconds to put ball in play once the official sets the ball and declares it ready.
Scoring
- Touchdown = 6 points.
- Safety = 2 points.
- Extra point = 1 points from the 3 yard line or 2 points from the 10 yard line.
- Intercepted 2 point conversions by defense may be returned for 2 points.
- Kicking = point after touchdown for 1 point.
- Field goal = 3 points.

7 on 7 Football
Team Composition
A team consists of 7 players. A team must have 5 players to start the game. If a team does not have 5 players by 5 minutes after the scheduled starting time, that team will forfeit the contest.
Rules of Play
- There will be no kickoffs. All play starts from the 20 yard line.
- Coin toss winner picks “start on offense” or “start on defense.” The other team then picks the goal they wish to defend.
- In overtime, winner has choice to go 1st or 2nd. Each team has 4 plays to score from the 20 yard line. After a score, an extra point will be attempted. Beginning with the second overtime, teams must go for 2 points.
Dead Balls
- If the ball carrier falls to ground.
- The ball carrier loses flag. It is then 1 hand touch on ball carrier.
- Incomplete pass
- Ball carrier goes out of bounds.
- A fumble. The opponent cannot recover a fumble.
- Snap hits the ground. A snap hitting the ground in the end zone is a safety.
Offense
- 25 seconds to put the ball in play
- No 3 or 4 point stances by either team
- The ball must be centered between legs
- At least 4 players must be on line of scrimmage
- All players are eligible for a pass
- Only 1 forward pass per play
- One foot down in bounds = completion
- No diving, but jumping to avoid a defender is ok.
- No mercy rule
- Punts must be announced. There are no fake punts. No offensive player may go downfield until the ball is kicked. Defense must have 4 players on the line until ball is kicked.
- Offense may extend arms in front of them to block a defender, but not out to sides. Defense must go around defender. If they use hands/arms or go through the defender, it is a penalty.
Penalties
5 yard penalties are awarded for flag guarding or stiff arm. Delay of game will also result in a 5 yard penalty.
10 yard penalties are awarded for the following:
- Bull rush
- Tackling or tripping the ball carrier (even if unintentional)
- Pass interference
Equipment
- All shirts and jerseys must be tucked in
- Flag football belt must be on outside of shirt with entire flag visible
- No metal spikes or jewelry
Periods & Time
Forfeit time = 5 minutes after scheduled game time.
The game will consist of two 20 minute halves (running time) with a 3 minute halftime break. There will be stop time for the last 2 minutes of each half.
Scoring
- Touchdown 6 points
- Safety = 2 points
- Extra point = (3 yd line) 1 point from the 3 yard line or 2 points from the 10 yard line
- The extra point try can be run back by the defense for 2 points

5 on 5 Flag Football
5 on 5 Flag Football Rules (PDF)
- Field size is 30 yards wide and 70 yards long, with two 10-yard end zones and a midfield line.
- A coin toss determines first possession. The winner of the toss may choose to defer to the second half. To begin the scorn half, change direction.
- The offensive team will take possession at its 5-yard line and has three plays to cross midfield. Once a team crosses midfield it has three more plays to score a touchdown. If the offensive team either fails to cross midfield or score, possession of the ball changes, and the opposition starts to drive from the spot where the ball was turned over. The offense is allowed to "punt" at any time which gives the opposition the ball at their own 5-yard line. The offense does not actually punt, they just call out that they are punting which then changes possession.
- Teams will consist of 5 players on the filed and an unlimited roster. Teams must always have 5 players on the field. If a team cannot find enough players, it will result in a forfeit.
- Each game consists of two twenty-minute halves, with a 2-minute half time. The clock only stops for injury times-outs and time-outs requested by either team until the final minute of the game. The clock will not stop in the final minute unless the point differential is 16 or less. In timeouts, on touchdowns and PAT, and change of possession. Each team is allowed on 60-second timeout per game.
- It is each player's responsibility to have his or her flags positioned squarely over each hip. If a player begins a play without two flags or if the entire flag is not accessible, and that player takes possession of the ball, the play is called dead at the sot that possession was taken.
- An offensive player may not run through a defensive player who has established position. The ball is dead at the spot of the infraction and a 10-pace penalty will be assessed.
- If a player fumbles the ball, the play is dead where the ball hits the ground; there is not change of possession on a fumble. Snap of the ball to the quarterback may be fielded on one bounce, provided the ball bounces before it hits the quarterback's hand. If the ball hits the quarterback's hands, then bounces to the ground the ball is dead at that point. A ball snapped over the quarterbacks head is dead at the point that it hits the ground.
- A defender cannot try to rip the ball out of a ball carrier's hands. If the ball is stripped after the ball carrier has established possession it will count as a flag being puled at the spot where the strop/fumble occurred.
- A ball may only be advanced on an interception if it is the result of a forward pass from behind the Lind of scrimmage. If the team elects to go for two, the interception may also be returned.
- If the referee witnesses any acts of tackling, elbowing, cheap shots, blocking below the waist, blows to the head, or any unsportsmanlike act, the game will be stopped, and that player may be ejected from the game. FOUL PLAY WILL NOT BE TOLERATED.
- Trash Talking, foul language, and verbal abuse towards the opposing team or referees may also result in an unsportsmanlike penalty and possible ejection from the game.
- Substitution may only be made during a dead ball situation.
Scoring
- Touchdowns are worth 6 points, safety and 2pt conversions are work 2, and the PAT is worth 1 point. If a PAT or 2-pt conversion is intercepted and returned by the defense it is always worth 2 points. A 2pt conversion attempt is from 10 yards out and a PAT is attempted from 3 yards out.
- Any number of players may rsh the quarterback only after one of the players' counts on Mississippi, two Mississippi, and three Mississippi. The count must be clear and audible.
- All players are eligible to receive a pass.
- A player must have at least one foot in bounds when making a reception.
Penalties
- Offsides - 5 paces
- Defensive Pass Interference - at the point of foul and automatic first down
- Offensive Interference - 5 paces and loss of down
- Defensive Holding - 5 paces and replay of down
- Offensive Holding - 5 paces and replay of down
- Hitting below the waist - 10 paces
- Flag Guarding - down at the spot of foul
Women's Volleyball
Team Composition
This is a 6 player league but a team may start or finish the game with 5 players. Having only 4 players results in a forfeit.
Each team is allowed only 1 women’s club volleyball player on the roster.
Rules of Play
- Rally scoring is used. Matches will consist of 3 games to 25 points with “no cap” (you must win by 2 points). Matches will last a maximum of 50 minutes. The team that is winning at the end of 45 minutes will be declared the winner.
- This is a 6-player league. A team may start or finish the game with 5 players. Having only 4 players results in a forfeit.
- The home team (or team that wins the coin toss) may elect to serve, serve receive, or side.
- The server has 5 seconds to serve, or the team loses serve.
- Substitutions may occur anytime the ball is dead. Time-outs are not required for substitutions.
- You cannot block a serve. This will result in a point for the serving team.
- Players may interchange positions to pass or block, only after the serve.
- All passes must be clearly hit, and not lifted or thrown.
- A back line player may spike providing that they jump and remain behind the 10-foot line.
- No player may reach over or touch the net, or step over the centerline (a player’s foot may land on the centerline provided it is not entirely over the line). Also, while playing the ball in his/her court, a player is allowed to reach under the net, but must not touch the floor over the centerline.
- Successive contacts may only be made after blocking a spike attempt.
- Opponents simultaneously hitting the ball directly over the net may play the ball again if it falls into their court.
- Each team is allowed one 30-second time out per game.
- Each team is allowed only 2 current women’s club volleyball player on the roster.
- All referees’ calls are final.
Scoring & Match Times

This is a 6 player league. There must be 3 men and 3 women on the court at all times. One hit must be made by a female.
Each team is allowed only 1 men’s and 1 women’s club volleyball player on the roster.
Rules of Play
- Rally scoring is used. Matches will consist of 3 games to 25 points with “no cap” (you must win by 2 points). Matches will last a maximum of 50 minutes. The team that is winning at the end of 45 minutes will be declared the winner.
- This is a 6-player league. There must be at least an even amount of men and women or more women than men on the court at all times. One hit must be made by a female.
- The home team (or team that wins the coin toss) may elect to serve, serve receive, or side.
- The server has 5 seconds to serve, or the team loses serve.
- Substitutions may occur anytime the ball is dead. Time-outs are not required for substitutions.
- You cannot block a serve. This will result in a point for the serving team.
- Players may interchange positions to pass or block, only after the serve.
- All passes must be clearly hit, and not lifted or thrown.
- A back line player may spike providing that they jump and remain behind the 10-foot line.

Soccer
Team Composition
A team consists of 11 players (10 plus a goalie). A team must have 8 to start the game. If a team does not have 8 within 5 minutes after game time, that team will forfeit the game.
Rules of Play
- A game will consist of two 20 minute halves with running time. There will be a 5 minute halftime break.
- For the playoffs only, a tie after regulation will be followed by a 5 person shootout.
- Ties during the regular season will have no shootout and will end in a tie
- The kick-off is used at the beginning of each period and after each goal
- Each goal scored is 1 point
- No slide tackles
- Everyone must respect the calls of the opponent
- Any player that is bleeding must leave the game immediately. They may only return once the bleeding is stopped, the wound is covered and there is no blood on the clothing
- There is no official referee. All calls/disputes must be settled by the captains
- The scorekeeper is on site to keep track of time and the score. They are not a referee, but the scorekeeper reserves the right to call the game a double forfeit if they feel it is becoming to rough or out of control.

Co-Ed Indoor Soccer
Team Composition
A team consists of 6 players (5 plus a goalie). A team may have any combination of males and females on the floor at any time. A team must have 4 (3 plus a goalie) to start the game. If a team does not have 4 players within 5 minutes after scheduled game time, that team will forfeit the game.
Rules of Play
- A game will consist of two 20 minute halves with running time. There will be a 5 minute halftime break.
- In the case of a tie, a 1 minute rest period will be followed by a 5 minute overtime with the 1st team scoring a goal being declared the winner. If the score is still ties at the end of 5 minute, game will end in a tie.
- For the playoffs only, a tie after the 5 minute overtime will be followed by a 5 person shootout
- The kick-off is used at the beginning of each period and after each goal
- Each goal scored is 1 point
- Walls, bleachers, baskets, etc., are all in bounds. If a ball gets stuck in the bleachers, etc, a free kick will be awarded to the team that did not touch it last.
- No slide tackles
- Everyone must respect the calls of the opponent.
- Any player who is bleeding must leave the game immediately. They may only return once the bleeding is stopped, the wound is covered and there is no blood on the clothing.
- Substitutions can be made at anytime
- The goalie may use their hands anywhere inside the 3 point line

Co-Ed Outdoor Soccer
Team Composition
A team consists of 11 players (10 plus a goalie). A team must have 8 to start the game. If a team does not have 8 players within 5 minutes after scheduled game time, that team will forfeit the game.
You may not have more guys than girls on the field at onetime. The goalie position does not count in terms of how many guys/girls are on the field at the same time.

3 on 3 Basketball
Periods & Overtime
Games will consist of three 12 minute periods. There will be 2 minute intermissions between periods and 3 minutes of overtime if necessary.
Rules of Play
- Offensive team calls the fouls
- Defense checks ball after dead ball
- Must take ball back on change of possession
- You must take ball out behind the top of the key after made baskets, after fouls and after a ball goes out of bounds

5 on 5 Basketball
National Federation of State High School Associations rules will be used, with the following intramural adaptations.
Equipment
- Gym shoes must be worn. Rubber soled street shoes will not be allowed
- No pockets or belt loops are allowed on either pants or shorts
- No metal barrettes, bobby pins, hats, bandanas or jewelry. This rule is in place for your safety and that of others so there will be no exceptions.
- Soft scrunchies and rubber bands for you hair are allowed
- Hats may be worn for outdoor sports only
Playing Period
A game will consist of 2 halves of 20 minutes each (running time) with 2 minutes between halves. The clock will not be stopped for substitutions, fouls, violations or jump balls except during the last 2 minutes of each half. The clock will stop for time outs, technical fouls and injury timeouts during running time.
Rules of Play
Starting the Game
- A game will be started by a jump ball at the center circle.
- A team will consist of 5 players. You can start a game with 4 players.
- If you have less than 4, it will be a forfeit. There will be a 5 minute grace period (this time will come off the game clock).
Mercy Rule
The game will be stopped if one team is leading by 50 points, or if both teams are not playing to their full capabilities.
Overtime
- Overtime will consist of one 5 minute overtime period
- The clock will run continuously during the first 4 minutes, and will stop during the last minute on all whistles
- If a second overtime period is needed, it will be sudden death. The first team to score wins (a free throw counts).
- Teams will not change baskets for overtime
- For foul purposes, overtime will be considered a continuation of the 2nd half
Substitutions
- Substitutions are only allowed during a dead ball
- No substitutions on the run
- No substitutions for the free throw shooter
- Illegal substitutions will result in a technical foul
Time Outs
- 2 timeouts per half per team are allowed
- Timeouts will be 45 seconds each
- Second half time outs can be carried over into overtime
- Each team will be issued 1 additional timeout for overtime
Fouls
- Bonus free throws begin with the 7th team foul
- Double bonus begins with the 10th team foul
- The only fouls that followed by free throws are personal fouls in the act of shooting. If the shot is missed, then 2 or 3 free throws are awarded, depending on the shot. If the shot is made, then 1 free throw is awarded.
- Intentional, flagrant and technical fouls will result in 2 points and possession of the ball at half court
- 2 technicals or 1 flagrant foul= ejection
- No basket can be scored on an offensive charge, regardless of whether or not the ball left the shooters hand before the charge
- No player may enter the lane until the ball hits the rim during a free throw
Forfeits
Any team not providing 24 hours notice for a forfeit will lose their $40 deposit. If 24 hours notice is given, they will still be assessed a loss, but will not lose their deposit.
Dunking
- Dunking is not allowed prior to the start of the game or during halftime
- Grabbing the rim or hanging on the rim is not allowed at any time (unless you are protecting yourself)
- Violations will result in a technical foul
- Any person hanging on or grabbing the rim will be held financially responsible for any damages that occur
Blood
Any player who has an open wound will not be allowed to play until the wound is covered. Any player with blood on their uniform will not be allowed to play until the blood is cleaned off or the uniform is changed.
Sportsmanship
Intramurals are recreational activities designed for the enjoyment of those participating in them. They are not designed to take the place of ultra-competitive intercollegiate athletics. Team captains will be held responsible for the behavior of their team members.
- 2 technicals fouls given to one player results in an automatic ejection
- 3 technicals on a single team during a contest will result in a forfeit
- Any ejected player must leave the facility immediately
- Any ejected player must schedule a meeting with the Intramural Director before being allowed to participate in any future contests

Co-Ed 4 on 4 Basketball
Playing Period
- Games will consist of two 20 minute halves
- 5 minute halftime intermission
- 3 minute overtime if necessary
Rules of Play
- Offensive team calls the fouls
- Defense checks the ball after a dead ball
- 2 women and 2 men must be on the court at all times
- You can only sub during a dead ball. Let the scorer know.
- Women guard women and men guard men
- 1 timeout per game per team

Softball (Men's, Women's & Co-Ed)
ASA slow pitch softball rules will be used with the following exceptions.
Team Composition
A full team will consist of 10 players. A team may start with as few as 7. If a team is reduced to 6 players, a forfeit will be called. When using 7 players, the opposing team must provide a catcher, but will not make any plays at home plate.
Co-Ed: At no time may there be more men than women in the field. The team must bat male/female throughout the order.
No varsity or Junior Varsity baseball or softball players are allowed on intramural teams. This includes seniors who have used up their eligibility during the current academic year.
Rules of Play
- Forfeit time = 5 minutes after scheduled game time
- Mercy rule: 15 run rule after 5 innings
- Teams may bat all the players on their bench, but only 10 allowed in the field
- If a game is called to due to weather or darkness, it will be considered a complete game after 3 innings
- If a game is tied and no more innings can be played due to time, the winner will be determined by the score at the end of the last completed inning where there was not a tie. The team leading at the end of that inning will be declared the winner.
- During playoffs, additional extra innings will be used in the case of a tie to determine the winner.
- No bunting
- There must be a 6-12 foot arc on pitches.
- No metal spikes.
- No drinking allowed during the game by any players in the dugout, on the field or in the stands.
- No inning will start after 10 minutes to the hour.
- Any player that is bleeding must leave the game immediately. They may only return once the bleeding is stopped, the wound is covered and there is no blood on the clothing
