Winona State University’s Study Abroad Office is an official U.S. Department of State Passport Acceptance Facility.
We accept new passport applications only. Review the application requirements to see if you qualify.
If you need to renew, replace, correct, or report a missing passport, please consult the Already Have a Passport information on the U.S. Department of State website.

Fees
Two separate payments are required:
- Application fee: Check or money order only (no cash or credit/debit cards), made payable to the U.S. Department of State
- Execution fee: Check or money order only (no cash or credit/debit cards), made payable to Winona State University Study Abroad
Application and execution fees are regulated by the U.S. Department of State and subject to change at any time.
Processing Times
Routine = 8 - 11 weeks
Expedite = 5 - 7 weeks (for an additional fee)

Required Documentation
All required documents must be present at the time of appointment or your appointment will be canceled and rescheduled.
Please be aware the documents that will be required will depend on your circumstances.

New Adult Passport (Age 16 and older)
For a new adult passport (age 16 and older), you will need the following documentation:
Proof of Citizenship: Original or certified copy of Birth Certificate, previous passport, Certificate of Naturalization, Consular Report of Birth Abroad
Proof of Identity: State issued driver’s license/identification card
Photos: One 2x2 passport photo meeting the US Department of State requirements
Application Fee: Payable to the US Department of State; check or money order only
Execution Fee: Payable to Winona State University Study Abroad; check or money order only
DS-11 Application: Filled out in black ink only and printed single-sided or pick up a form in the Study Abroad office, Maxwell 105
New Passport for 16-17 Year Old Children
In addition to all of the above New Adult Passport requirements, the applicant(s) must provide proof of parental awareness when applying.
Examples include one parent accompanying the applicant or a signed statement of consent from one parent with a front and back photocopy of parent’s ID.
New Minor Passport (Age 15 and Younger)
In addition to all of the above, the applicant(s) must provide proof of parental consent when applying.
Both parents and the minor applicant must be present for us to accept the application.
If one or both parents cannot be present, appropriate documentation must be provided.
Frequently Asked Questions
Can I apply for a passport at Winona State University's Study Abroad Office if I’m not a student, faculty, or staff member?
Absolutely. Any U.S. citizen may apply for a U.S. passport with us. New applications only.
How long will my passport application appointment take?
The time it takes to apply for a passport varies. Bringing all your documentation, including a completed application, will reduce the time spent in our office. By appointment only. Please call 507.457.5081 to set up your appointment time.
How can I track the status of my application?
You may track the status of your application online at any time. Please note that it takes 7 - 10 business days after applying for your passport to be tracked online.
Will I get my original proof of citizenship back?
Yes. The Passport Agency will send your original proof of citizenship along with any other original documentation back to you in a separate mailing.
Can I apply for a friend or relative who is not present?
No. Every applicant must apply for a new adult or minor passport in person, including minor/infant applicants.
Can I pick up my passport at Winona State University's Study Abroad Office when it's ready?
No. The passport will be mailed to the mailing address indicated on the application.
