Parking FAQs

Here are some frequently asked questions about parking on the WSU Winona campus.

If you live on the main campus you should apply for a Silver permit.

If you live in the Sustainability House, you should apply for the Sustainability permit.

If you live in the East Lake Apartments, you should apply for a Maroon permit.

All students living off-campus and employees can choose between a Gold or Purple commuter permit.

Once you submit the Parking Permit Application, you’ll get a submission confirmation email in your WSU email account.

If a permit is assigned to you, you will get a second email with details about permit distribution.

Permit applications will be accepted starting May 1.

Applications are accepted on a first come first served basis. Applying for a parking permit does not guarantee you will get one.

Once a permit is assigned, the fee is added to your student account. The permit fee will be due at the same time your tuition is due.

No charges are applied to your student account unless a permit is issued.

Employees have the option to set up a paycheck deduction using pre-tax dollars for their payment or can pay in full at the Warrior Hub.

We will mail parking permits to the physical address on your application during the 3rd week of July.

If you apply after July 19, you will need to pick up your permit in person from Parking Services during office hours.

If the permit you selected is not available, you will be automatically added to a waitlist.

Parking Services will contact you via email if your selected permit becomes available.

You will have 3 business days to respond to the email.

If you have a valid State-issued accessible permit, you must also purchase a WSU accessible parking permit to park on campus.

You’ll need to provide supporting documentation with the permit application

Motorcycles and mopeds require a permit to park in designated areas within WSU lots.

The permit should be visibly displayed on the motorcycle or moped.

Motorcycle/Moped Permits are non-refundable.

If you need to cancel your permit request, please send an email to parking@winona.edu that includes your full name and your WSU ID number.

If you have already received your permit, return the permit our office in Sheehan 118. You will receive a prorated credit or stop payroll deductions once the permit has been returned.

To update your account for a different car, you should email parking@winona.edu with the following information:

  • Make & Model
  • Color
  • License Plate Number
  • State License Plate Issued

Make sure that you keep your permit properly displayed in the new car being used.

You can pay a WSU Parking ticket online through Student eServices.

Allow at least 1 business day before attempting to pay your ticket. If you don’t see it after a day, you can call or email Parking Services to troubleshoot the issue.

If you provide your citation number or license plate number, you can also make a payment at the Warrior Hub or through mail. Contact the WSU Cashier’s Office at 507.457.5057 if you have questions about payment options.

How to Pay Your Citation in eServices
It’s best to use a laptop or desktop computer when paying online.

  1. Log into Student eServices with your StarID username and password. If you do not know your Star ID login info, contact WSU Technical Support at 507.457.5240.
  2. Select “Bills and Payment” from the main menu on the left side. You will see a list of institutions (with which you are associated) and your outstanding balance(s).
  3. Choose the “Balance” amount highlighted under the institution where you received the citation.
  4. Choose the “Make a Payment” button and then choose the option for “Payment Toward Specific Charges.”
  5. Select which category/specific charge you wish to pay and then select the “Continue” button
  6. Select your payment method.Choosing the “Pay Now” button will open the US Bank payment site in a new window for online payment. Be sure pop-ups are allowed.If pop-ups are blocked on your computer, follow the link to the “US Bank web site”.
  7. Enter your payment information and then select the “Continue” button
  8. A confirmation webpage should open. Be sure to print this page or save the Confirmation Number/Code for your records.

Your payment may take a few business days to show up on your account balance.

If your payment does not appear on your account within 5 business days, call WSU Student Accounts at 507.457.5076.

Visitor passes are not available for friends and family of current students.

If you are coming to WSU for a campus tour or other Admissions event, you can contact the Admissions Office for a guest pass in specified Admissions Only lots.

Gold parking lots are available to the public from 5pm-2am. There is no parking allowed from 2– 6am Monday – Sunday every day of the year.

Silver and Maroon parking lots are open to the public starting at 5pm on Friday–Sunday.

There are students who choose to park on city streets instead of purchasing a parking permit.

However, you need to be aware of two city ordinances to prevent being ticketed or towed by the City:

  • Alternate-Side Parking Ordinance
  • 20-Hour Parking Ordinance
