PSEO Students

Post-Secondary Enrollment Options (PSEO) is a program that allows Minnesota high school juniors or seniors to take courses at Winona State University for dual high school and college credit.

PSEO students receive tuition, fees and textbooks at no cost to them. Normal room and board costs apply for students who choose to live on campus.

Please review the PSEO Checklist to keep track of the steps you need to take as a PSEO student at WSU.

Check the Minnesota Department of Education Postsecondary Enrollment Options (PSEO) Reference Guide for guidance, resources and step-by-step directions. (PDF). Updated 8/9/17

Students must meet the following requirements to participate in PSEO.

Grade Level
 Requirements
Junior Top 25% class rank - OR - 3.50 overall high school grade point average - OR - 25 ACT composite or higher.
Senior Top 40% class rank - OR - 3.30 overall high school grade point average - OR - 23 ACT composite or higher.

To apply for admission, complete the following by May 1 for fall term or Nov 15 for spring

  • Apply to WSU online. Contact Kim Gresham at kgresham@winona.edu or 507.457.5102 with questions about the WSU application.

  • Complete the MN Department of Education Notice of Student Registration Form. Get this from your high school counselor. PSEO must be approved by a high school official before submitting this form to WSU Admissions.

  • Submit your official high school transcript to WSU Admissions

  • Submit your ACT score report (if using this for criteria) to WSU Admissions

To continue in the PSEO program, you must re-apply for every term of enrollment, meet eligibility standards and maintain good academic standing at WSU.

Participating in PSEO does not automatically ensure WSU enrollment after high school graduation. You still need to complete the first-year application process.

PSEO students are able to enroll in most general education or lower level courses at WSU. However, PSEO is a space available program, which means that PSEO students are not allowed to add (“blue-card”) closed classes.

PSEO students must still meet regular course pre-requisites. You should review the math and English course placement information if interested in taking these courses.

For more details, review the list of courses closed to PSEO students (PDF).

Students enrolled in PSEO must:

  • Reapply for admission each semester
  • Register after all degree-seeking WSU students have had the opportunity to register
  • Attend a PSEO registration day to meet with an academic advisor and register for classes
  • Register for no more than 18 credits

The PSEO student is responsible for understanding requirements specific to the student’s high school. This includes, but is not limited to, understanding credit or course equivalencies and graduation requirements.

Students must report their academic progress to the high school. This includes all changes such as adding or dropping classes as well as whether you passed, failed or withdrew from each class.

If you do not complete a course in the PSEO program, it may affect your eligibility to graduate from high school.

Each semester, you will make a report by requesting a WSU transcript be sent to your high school.

PSEO students are provided course textbooks and materials at no charge. These items are the sole property of Winona State Bookstore. You must return course materials to the bookstore service counter by 5pm on the final day of the term.

Ordering Your Textbooks

Present your final class schedule to the WSU Bookstore service counter by the first day of the semester. Your textbooks and course materials will be available for pick up Wednesday at noon.

If you bring your schedule in after the first day, your textbooks and course materials will be available in 48 hours.

Receiving Your Textbooks

When your order is ready, go to the WSU Bookstore to pick up your textbooks and course materials. You will need to sign an invoice and a procedures agreement to receive your items.

If your schedule changes, you must return the unneeded course materials before the last day to drop or add courses for the term. To receive credit, the items must be in the same condition as purchased. Access codes and shrink-wrapped items must be unopened.

Returning Your Textbooks

You agree to return all course textbooks and materials by the last day of the term.

You are financially responsible for the cost of materials not returned by the deadline or returned damaged. In this case, your student account will be charged the cost of material plus a $10 late fee per item.
